Prof. Lucas Festugato
(Porto Alegre, BRAZIL)
Nominated by his Peers and now recognized by the Sovereign of the Principality of Hutt River.
Prof. Festugato manages a research laboratory in Brazil, selflessly sharing what he knows, helping everyone to develop new information and knowledge in research on reinforced soils, where his knowledge in Civil Engineering, more precisely in Soil Mechanics & Reinforced Soils, proves remarkable.

Besides developing new knowledge, Prof. Festugato cares about making it available and useful to everyone who may benefit from it.
A very good example of that is a trip he made to Africa, specifically to Namialo, in Mozambique,
to teach the local community workers how to use local natural fibres to reinforce soil to build houses
(See Pictures 1 and 2).

Another example of his concerns about spreading knowledge is all the revision work he does for many distinguished scientific journals including, Journal of Geotechnical and Geoenvironmental Engineering, Geotextiles and Geomembranes, Construction and Building Materials, among many others,
without receiving any payment.

From very basic to highly developed advanced knowledge, Prof. Festugato finds a way to create, teach and make information available and useful to everyone who may need it.

Dr. Chi Zhang
(Sydney, N.S.W, - AUSTRALIA (expat PRC)

Bestowed with the Rank of Companion of the Order of Wisdom and Learning
Nominated by his Peers and recognized by the Sovereign of the Principality of Hutt River, for his excellent service and dedication to humanity & knowledge proven by his work, particularly with those suffering anxiety and stress. Work both to heal and to educate others that they might also take on board the traditional Chinese Natural Medical Treatments that many have forgotten exist. In many patients, treatment using traditional Chinese medicine will succeed where accepted western medicine may not have fared so well. Dr. Zhang gives of his time to help all those in need of the skills and information that he holds dear.

Bestowed with the Rank of  Dame of the Order of Wisdom and Learning
Nominated by her Peers and recognized by the Sovereign of the Principality of Hutt River for outstanding service to the sport of Sumo wrestling both in Japan & Australia as well as support provided world-wide.

A career teaching English and modern languages at junior and high school in Australia led Prof. Watts to Japan where she stayed for 25 years teaching English at a private women's university.
During this time she developed a love for the sport of Sumo Wrestling and she soon found herself a studio commentator for the NHK TV Network. Her knowledge of English and modern languages made it possible to assist the professional, Japan Sumo Association, and the amateur, International Sumo Federation, in various capacities such as interpreter and stadium announcer for foreign tours and international competitions.

Working with amateur sumo in Japan provided the opportunity to be involved, as an executive board member, in the setting up of the Women's Sumo Federation.
On her return to Australia Prof. Watts took over as President of the Australian Sumo Federation and she has held that position for 9 years now, still currently President and for the same period she has also been a board member of the International Sumo Federation and IFS Continental Director for Oceania.

Although no longer a commentator for the television, Prof Watts remains deeply involved in a variety of sumo related activities at home and abroad including arena commentator at major tournaments world-wide and she remains a board member of the International Sumo Federation and is still the Continental Director for Oceania.

Prof Watts has freely given a great deal of her time and energy for 35 years now, to the sport that she loves. Teaching others world-wide of the value and technical worth of the sport, bringing a relatively unknown sport and educating the public in general so that it becomes far better known.

Elevated to the Rank of Dame Commander of the Illustrious Order of Merit for:
Outstanding Service with the Legion of Frontiersmen, Independent Command, CANADA
and to her local community in many other areas.
 
Dame Stella has proved to be a most hard working and reliable member of the LFICC for more than 5 years now, upon first joining she accepted the position of "Minutes Secretary" (a positions she still holds) and has since performed well in excess of 300 duties for the LFICC and even now as her health has failed her a little, she still continues to carry out duties with the LFICC. On top of her service with the LFICC, Dame Stella has remained President of the Ridgedale Seniors Club, a position she has held for many years, health again not being permitted to force her to "stand down/retire" but rather she battles on, bettering the lives of the people around her.

Services to the Royal Enfield Club of Australia Inc. (RECOA Inc.)

Roy joined the Royal Enfield Club of Australia (
RECOA Inc) on OCT 15th, 2003, and was
one of the first members of the new club, going on monthly rides with Club members. 
Roy volunteered to be Club Secretary 2007 and during his time he had to write the working roles and responsibilities and job description for all
RECOA Inc. executive positions, checking the club’s association incorporation act to ensure the Club meets all legal requirements. 
Roy ensures that minutes of meetings and all legal annual requirements laid down by Consumer Affairs Victoria are met, he works on budgets to be presented at the AGMs and all required documentation
for Club members at the AGM. 
Roy enjoys undertaking the required due diligence that these roles require reflecting on his
business and company management acumen. 
Roy challenges other members of the executive to be proactive and bring new ideas to the running of the Club and to seek out new ways to ensure the Club remains financially viable as well as a
fun organisation to be involved in. 
Roy gives his time to all Victorian members on the Club Permit system as he manages the Victorian Club Permit system for
RECOA Inc. with Vic Roads, ensuring that members have few problems when re-registering their old motorcycles. 
Roy rarely misses any RECOA Inc meetings, and enjoys the Club with all her members. 
RECOA Inc. joined the Club Patron, His Royal Highness Prince Leonard, at the 40th anniversary celebrations of the founding of The Principality of Hutt River in April 2010. Roy had the great pleasure of meeting His Royal Highness Prince Leonard and Her Royal Highness the late Princess Shirley, a moment highly cherished by Roy. 
Both Roy and his wife Janet are members of the
RECOA Inc. Janet has been riding with Roy on his
Super Meteor many times at club events. 

Roy has always maintained his love for family, he has two children and now four grand children
to keep him occupied, one grandson who now plays soccer. 

Roy is held in high esteem by the members of RECOA Inc. and is considered by all to be a gentleman
and a very fine fellow. 

In July 2013 at the RECOA Inc. AGM at Alice Springs, Roy was awarded life membership of the
Royal Enfield Club of Australia Inc as a sign of appreciation for his help in the admin of the Club.

For many years Ruth has supported the Sovereign and the PHR in assisting with, organising,

in various centres in the State of Victoria, Australia.

Ruth's efforts in promoting the PHR were and are very much appreciated by the Sovereign and for her work and support HRH Prince Leonard is more than happy to bestow this Honour upon her.
